Newport-Mesa Announces New Staff

Newport-Mesa Unified School District (NMUSD) is pleased to announce the selection of Dr. Jose Mata as an assistant principal at Estancia High School, Ms. Bonnie Hinton as an assistant principal at Ensign Intermediate, Ms. Julie Rahmatulla as assistant principal of Cloud Campus, and Mr. Jonathan Wilby as Director of Risk Management.

Joe Mata

Dr. Jose Mata, Assistant Principal, Estancia High School

With nearly 20 years of experience in education, Dr. Jose Mata was selected as an assistant principal at Estancia High School. 

Dr. Mata is an experienced administrator most recently having served as an assistant principal at Duarte High School. In this role he revitalized the Multi-Tiered System of Support and Positive Behavioral Interventions and Support efforts to help cultivate positive school culture and support students beyond the educational program. His responsibilities also included management of the school safety plan and athletic programs. He also led the Western Association of Schools and Colleges (WASC) accreditation process, resulting in a positive review.

Prior to his administrative role, Dr. Mata was a history teacher, instructional coach and led the implementation of a one-to-one student device initiative.  

Dr. Mata is known to have a relentless positive outlook and an ability to build productive relationships.  

Dr. Mata received his Doctorate in Education and a Master of Science in Educational Administration from California State University, Fullerton; Master of Arts in Sociology from Indiana University, Bloomington; and Bachelor of Arts in English and Sociology from Pitzer College.

Ms. Bonnie Hinton, Assistant Principal, Ensign Intermediate

Ms. Bonnie Hinton joins the Ensign Intermediate team as the interim assistant principal, with nearly 20 years of experience in education. Since 2009, Ms. Hinton has served the District, most recently as a special education coordinator.

As coordinator, she established strong working relationships with staff and families. She was integral in the planning and implementation of interventions to support students short and long-term success. She also spearheaded programs to increase opportunities for special education students to have greater access to the general education program. Examples include developing Learning Centers at all elementary schools, and working closely with school teams of general education and special education teachers, to create inclusive activities and services for students in intensive special education programs.

Prior to her coordinator role, Ms. Hinton served as an autism specialist working directly with students and supporting staff through consultation, training and mentoring to foster effective solutions for challenging situations. 

Ms. Hinton received her Master of Science in Special Education and her Bachelor of Arts in Liberal Arts from California State University, Long Beach.

julie Rahmatulla

Ms. Julie Rahmatulla, Assistant Principal, Cloud Campus

Ms. Julie Rahmatulla was selected as the interim assistant principal of Cloud Campus starting August 24, 2020. 

Ms. Rahmatulla has more than 20 years of experience in education and since 2007 has served as a counselor at Corona del Mar Middle School. As counselor, she was responsible for individual and group academic guidance, and guidance on social, emotional and behavioral needs. In addition to her role as counselor, she worked closely with school administrators in the successful development of the school master schedule..

Ms. Rahmatulla received her Master of Arts in Educational School Counseling from Azusa Pacific University; and her Bachelor of Arts in Speech Communications from California Polytechnic State University, San Luis Obispo.

Jonathon willeby

Mr. Jonathan Wilby, Risk Manager

With 20 years of risk management and leadership experience, Mr. Jonathan Wilby joined Newport-Mesa Unified School District (NMUSD) as the Director of Risk Management. For the past 13 years Mr. Wilby has served the Orange County Fire Authority (OCFA), and since 2013 served as risk manager. 

As risk manager for OCFA, Mr. Wilby successfully managed multiple risk management programs: behavioral health; cancer awareness and prevention; environmental, health and safety; general liability and insurance; wellness and fitness; and workers’ compensation programs.As a safety officer, Mr. Wilby provided training and was directly involved in safety investigations. Prior to his role at the OCFA, he was a safety engineer for Aerojet Corporation, where he developed and implemented environmental, health, and safety management systems. 

His responsibilities with NMUSD will include managing the risk management program in the areas of health and welfare, workers compensation, property and liability, loss prevention and safety/emergency planning; and assure District compliance with applicable federal, state, and local laws. 

Mr. Wilby is known for establishing strong working relationships and implementing innovative programs to protect assets and resources.

Mr. Wilby obtained his Master of Science in Industrial Hygiene from Montana Technical University, and his Bachelor of Science in Loss Control Management from Central Washington University.
