3.a. Comment Cards are to be electronically submitted by 12:00 p.m. on Tuesday, May 19, 2020 (see links above)

Introduction of New Staff

11.a. Introduction of New School Resource Officer - Student Services would like to introduce Anna Thielman, the new School Resource Officer assigned to the Corona Del Mar zone. Officer Thielman has served the Newport Beach Police Department for the past four years. Prior to this, she was an elementary school teacher for nine years. She holds a Master’s degree and an Administrative credential in Education.


14.b. Report on the Grades 9 -12 Math Instructional Material - Staff will report on the process and results for the math instructional materials pilot. Through a collaborative process involving math teachers, principals, and Education Services, staff have been evaluating math instructional materials that will best meet the needs of our students and teachers and align with the California State Standards and framework for high school math courses. Materials will go on public display beginning Wednesday, May 20, 2020.

Consent Calendar

16.a.12. Authorize Award of Bid No. 105-20 for Tennis Court Fencing at Costa and Estancia High Schools - The scope of the project includes the relocation of existing electrical, repairs and maintenance to the play surfaces and removal and replacement of the fencing. It is recommended that the Board of Education Authorize the agreement with Byrom-Davey, Inc.

16.b.5. Approve Agreement with Callahan Consulting for Math Support for Grade 6 Transition - An important part of the commitment to student success is ensuring that students transition successfully from elementary to middle school. Callahan Consulting will collaborate with Newport-Mesa to outline a plan for the design, implementation, and analysis of high quality, 6th-grade mathematics assessments in the spring of 2020.

Resolution Consent Calendar

17.a. Adopt Resolution 26-05-20 Recognizing May 17-23, 2020 as Classified School Employees Week - In recognition of the valuable contributions that classified employees provide our school community, the Board of Education annually adopts the third full week of May each year as Classified School Employee Week. 

17.d. Adopt Resolution 24-05-20, Order of Biennial Trustee Election and Specifications of the Election Order - A consolidated election is required for the Newport-Mesa Unified School District this year. It will be held on Tuesday, November 3, 2020, for three positions on the Governing Board (Trustee Areas I, III, and VI). Pursuant to Education Code Sections 5323 and 5340, which stipulate advance notification of 123 days prior to the election, a resolution has been prepared, serving the Superintendent of the Orange County Department of Education an order calling the election to fill the offices of Governing Board members whose terms expire on December 11, 2020.

Board Meeting Overview

Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session. 

  • Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session. 

  • Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections:  

  • Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold.  

  • Presentation is when an item is being presented to the Board or from the Board.  Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member.

  • Report is a verbal communication from staff on a topic of interest to the Board.

  • Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law.  

Discussion/action calendar items are required to be publicly approved separately. Items in this category are new items that have not been previously approved, require a policy change, or are related to compensation changes for all employees.
